I am desired by the Lord President to enclose, information of the Secretary of State, a copy of an Order in Council dated the 13th June, 1913, granting special leave to appeal in formâ pauperis from a conviction for murder dated
the 18th December, 1912.
I am to draw attention to the direction in the Order that the Record used in the Court below is to be transmitted without delay, and I am to point out that, as the Petitioner is appealing as a pauper, it would probably be impossible for him to provide the necessary costs of preparing and printing this document. I am, therefore, to suggest for Mr Secretary Harcourt's consideration whether directions should not be sent to the Colonial authorities instructing them to have the Record prepared and printed in the Colony out of public funds, as, unless this is done, the Lord President fears that it will be difficult to do justice in a matter in which Lord Morley thinks it essential that there should be no delay.
